When is Peering regionally important locally?

Peering keeps regional traffic regional so results in traffic efficiencies for all peers. Further, as the traffic grows, so does the value of the Internet Exchange Point, leading to more peers being motivated to connect. This gravitational pull leads to a thriving exchange of traffic among like minded companies resulting in lowers costs of operation. When this traffic is peered regionally, the cost of operating a network decreases allowing the prices in the region to decrease as well.
